1. Legal maximum speed: 20–25 km/h
In Sweden, electric scooters are classified as bicycles if they meet certain requirements. To be allowed to ride on public roads without registration, the following applies:
- Max 20 km/h for scooters without pedals
- Up to 25 km/h if the scooter has pedals and meets other bicycle requirements
Scooters that exceed these limits (such as the KuKirin G4 Max or EcoDrift T8) are classified as mopeds and require registration – but may be used on private roads or off-road.
2. Motor power: Max 250W for public driving
For an electric scooter to be classified as a bicycle, it must not have more than:
- 250 watts motor power
If the scooter has a motor of 500W, 1000W or 2400W, it is considered a class II moped and then the following applies:
- Helmet requirement
- Registration with the Swedish Transport Agency
- Motor vehicle insurance
- Minimum age: 15 years
- AM driving license required
3. Where can I drive?
Electric scooters that are approved as bicycles may be driven:
- On bike paths and bike lanes
- On a road where there is no cycle lane
- Never on sidewalks (unless you are leading the scooter)
4. Age limit: 15+ for faster models
- For scooters that can exceed 20 km/h, the driver must be at least 15 years old.
- For slower models under 20 km/h there is no age limit – but adult supervision is recommended
5. Helmet rules
- Under 15 years: Helmet is mandatory
- 15 years and up: Helmet is strongly recommended , but is not a legal requirement (as long as the scooter is bicycle-classified)
- If the scooter is classified as a moped: A helmet is a legal requirement for all ages
6. Lighting and reflections
If you are riding in the dark or in poor visibility, the scooter must be equipped with:
- White lamp in front
- Red light at the back
- Reflectors on sides and back
7. Insurance
If your electric scooter is classified as a moped, the following is required:
- Motor vehicle insurance
- Registration certificate from the Swedish Transport Agency
- License plate (if necessary)
