What does the law say?

From 2025 onwards, the following rules apply in Sweden:

  • Drivers under 15 years of age: Helmet is a legal requirement
  • Drivers 15 years or older: Helmet is not a legal requirement – ​​but highly recommended

But these rules only apply to electric scooters that are classified as bicycles , which means:

  • Maximum speed of 20–25 km/h
  • Motor power of max. 250 W

If your electric scooter exceeds these limits (as many powerful models do), it is instead classified as a moped . Then:

  • Helmet is mandatory by law
  • Insurance, registration and AM driving license required
